CAPITAL CITY AND PROVINCE IN RUSSIA: INTERACTION AND MUTUAL INFLUENCE IN THE PERIOD OF SYSTEM REFORMS OF THE SECOND HALF OF XIX CENTURY

The author analyzes the interaction between the capital city and province in making reforms in Russia in the period of reign of Alexander II. The factor of social perception of reforms is justificated by characteristics of information environment. The information environment as the sum of sources of information, which unites people and becomes the instrument of human cognition of the politicy in the reforming Russia in XIX century was characterized by dividing it into the information field of the capital and the one of province. In the reforming process of 1860– 1870-s the dynamics of development of mass attitude had the following cycles: «expectation of changes» in 1850 – beginning of 1860-s; recession of interest to the policy in the second half of 1860-s – 1870-s; politic apathy as mass politic mood from the end of 1870-s – the beginning of 1880-s. As to the Russian province, the author points out the effect of lateness in the perception and estimation of the course and consequences of reforms.
